The "Good Neighbour Guide"
New Plymouth District Council have produced a Good Neighbour guide called Keeping Peace with the Joneses. The guide is designed to help neighbourhood relations by demystifying bylaws and Acts, and providing tips on how to resolve common issues between neighbours.
Basic neighbourhood disputes often involve issues around boundaries, such as fencing or over hanging trees. There is rarely a criminal element or extremes in behaviour involved. Basic disputes may be common and do not require additional involvement from authorities or courts other than already provided.
However, extreme disputes may involve ongoing criminal or nuisance behaviour such as excessive noise, dog complaints, criminal behaviour and illegal parking. Where neighbouring properties are rented this can make engagement and enforcement with the property owner problematic. These disputes are rare and assistance from authorities can greatly help resolve issues.
To address such issues, New Plymouth District Council has developed a model outlining the identification and management of ‘problem properties’ which includes the following actions:
- Publication of the Good Neighbour Guide pamphlet
- Establishment of automated identification system for Police and Council
- Weekly review system established between Police and council
- Development of Evidence Log Sheet
- “Property of Interest” policy investigated and implemented
